Course description

Effective aviation security depends on well-trained personnel who understand both regulatory requirements and operational realities. This training provides a structured introduction to the knowledge and instructional skills required to deliver aviation security training in accordance with the National Civil Aviation Security Programme (NCASP).


Participants will explore the national aviation security framework, including legislation, regulatory structures, and the roles and responsibilities of trainers within the AVSEC system. The class also covers fundamental security threats, human factors, and the importance of maintaining a strong security culture across aviation environments.


In addition, the training develops core instructional capabilities, including adult learning principles, delivery techniques, and assessment methods. Emphasis is placed on consistency in training delivery, compliance with approved materials, and maintaining professional standards in line with national requirements.


This training provides the foundation needed to support aviation security training programmes and ensure alignment with regulatory expectations.


Learning outcomes

By the end of this class, participants will be equipped to:


  1. Explain the structure and objectives of the national aviation security framework and NCASP
  2. Identify key aviation security threats and apply basic prevention and reporting principles
  3. Deliver training using approved instructional methods and materials aligned with national requirements
  4. Apply adult learning principles and classroom management techniques in AVSEC training
  5. Conduct assessments and maintain training records in accordance with regulatory standards

Meet your instructor

Luis Miguel da Silva Moco

Luis Miguel da Silva Moco

Aviation Security Expert

After serving in the Portuguese Army, including participating in a NATO Peace Mission and the National Police, as a criminal investigator, Luis has worked exclusively in aviation security for the last 12 years. Currently he is responsible for the methodology and conducting aviation security risk assessments and quality control plans.

 

Luis is a skilled aviation security auditor and experienced aviation security instructor at national and international levels. He regularly participates in workshops and seminars as a speaker and moderator in different aviation security domains.

 

He worked as an Aviation Security Specialist at the EU-ECAC Case Project, developing, updating, and delivering several capacity-building activities in Africa and the Arabian Peninsula.

 

Luís is graduated in Law and master’s in law and security, with a final thesis on civil aviation security.
