Course description
Airlines collectively pay around $100 billion each year to airports and air navigation service providers (ANSPs). But what really lies behind these charges, and how can airlines manage them more effectively? This course provides a clear, structured explanation of the economic principles shaping aviation infrastructure pricing, helping participants understand what drives cost levels and how they may evolve.
Participants will explore the fundamentals of economic regulation, how airport and ANSP fees are determined, and the differences between single-till, dual-till, and hybrid-till models. Real-world examples and practical calculations illustrate how charges are set, applied, and influenced by market factors.
The course also examines how the pandemic affected infrastructure costs and highlights strategic cost-management considerations for the future, enabling aviation professionals to better anticipate, evaluate, and respond to rising fees.

Meet your instructor
Volodymyr Bilotkach
Dr Bilotkach’s academic career has taken him around the world. He has worked in Universities in Ukraine, the USA, the UK, and now Singapore, and held visiting positions in Korea, Germany, and Japan. His research covers a number of issues in economics and policy of the commercial civil aviation sector. He has published over 40 articles in refereed journals. His book ‘Economics of Airlines’ (2nd edition 2021) provides an assessment of the impact of Covid-19 pandemic on the aviation sector, while remaining a comprehensive introduction to the economics of the aviation sector. Being an internationally visible scholar in aviation economics and policy, Dr Bilotkach has been serving as an Associate Editor of the Journal of Air Transport Management since 2013, and will assume the post of the journal’s Co-Editor-in-Chief from January 2022.
In addition to his academic work, Dr Bilotkach has advised the European Commission, the US Department of Transportation, Malaysian Aviation Commission, and other organizations on policy issues in the aviation sector.
Experience: Over 15 years of teaching and research experience as a faculty member at the University of California, Irvine; Newcastle University (UK); Singapore Institute of Technology, and other institutions of higher learning.
Achievements: Ph.D. in Economics, University of Arizona, USA; MA and BA in Economics, University of Kyiv-Mohyla Academy, Ukraine.
