Course description

Effective oversight of flight operations is a core responsibility of Civil Aviation Authorities, ensuring that air operators comply with international standards and maintain safe operational practices. This training provides a structured foundation in the principles, regulations, and procedures required to conduct safety oversight of air operators.


Participants will explore ICAO regulatory frameworks, including Annex 6 and Doc 8335, and gain a clear understanding of the certification and surveillance processes associated with Air Operator Certificates (AOC). The training also covers the evaluation of operational documentation, oversight of special operations, and monitoring of both national and foreign operators.


Practical areas such as flight data monitoring, fatigue risk management, aircraft leasing, electronic flight bags, and dangerous goods operations are addressed alongside inspection techniques and risk-based oversight approaches. The training also introduces auditing practices and compliance monitoring to support effective regulatory oversight.
