Course description
A State Safety Programme (SSP) is the cornerstone of effective safety oversight, integrating ICAO provisions with national regulations to ensure safe and sustainable aviation operations. This training is designed for personnel from State aviation agencies, providing the knowledge, tools, and practical skills needed to design, implement, and manage an SSP.
Through a structured combination of lectures, discussions, and practical exercises, participants will explore the fundamentals of safety management, the legal and institutional framework, management capacity, risk management, safety performance, and safety promotion. Emphasis is placed on a pragmatic and holistic approach, ensuring participants can apply concepts to real-world challenges and regulatory environments.
By the end of this class, participants will be equipped to contribute effectively to the development and continuous improvement of a State Safety Programme that meets ICAO Annex 19 requirements and supports national aviation safety performance.

Meet your instructor
Bedan Thendu
Bedanʼs career began as an air traffic controller in the mid-1990s. He flourished in his career earning all five air traffic control ratings. He diligently combined air traffic control duties with safety and quality management responsibilities. Having gained extensive operational experience over a 15-year period, Dr. Thendu transitioned his focus to training delivery, steadily advancing to the position of Chief Lecturer in Air Traffic Management.
He is a certified aviation safety trainer with the International Civil Aviation Organization (ICAO) and has delivered courses and workshops all over the world, including Ethiopia, Kenya, Ivory Coast, Bangladesh, Uganda, Pakistan and Sierra Leone.
Dr. Thendu was honored with the global Air Traffic Control instructor of the year award in 2021. He holds several instructional certificates including Advanced Instructors Training, Training Developers course and the On-Job Training course. He also holds a Bachelor of Management degree in aviation, a Doctorate degree and is a certified ANS/ATM inspector.
