Course description
Aircraft turnaround is one of the most operationally intensive and risk-exposed phases of airport activity. In a very short timeframe, multiple ground services operate in close proximity to the aircraft, often under time pressure, increasing the potential for errors and safety events. This training focuses on the airport operator’s role in managing turnaround safety, mitigating operational risks, and exercising oversight in accordance with ICAO Annex 14 and Annex 19 principles.
Today’s ramp environment is becoming increasingly complex. Rising traffic density, heightened expectations for on-time performance, expanded outsourcing of ground services, and regulatory scrutiny of Safety Management Systems (SMS) all require airports to demonstrate strong hazard identification and effective operational oversight. Reducing ramp incidents is now essential not only for safety and compliance, but also for operational resilience and cost control.
This class provides participants with a structured understanding of turnaround operations from an airport perspective, along with practical tools for hazard identification, risk assessment, safety assurance, and incident management. The emphasis is placed on operational realities, human factors, and the integration of airport SMS within ramp operations.

Meet your instructor
Mounir Moumen
Mounir is an Aviation Operations, Training, and Regulatory Oversight Expert with over 26 years of experience across both military and civil aviation environments.
He began his career as an aircraft mechanic before serving for 24 years as a Flight Engineer and Loadmaster on transport aircraft, gaining extensive operational expertise in aircraft systems, load control, and mission execution.
He has over 15 years of experience in aviation training, including servicing as Head of Training for an EASA-approved training organization and later as Director of a training center specialized in cabin crew training and quality management systems.
For the past five years, Mounir has served as a Civil Aviation Authority (CAA) Inspector, actively involved in operational oversight, approval and review of Aircraft Operations Manuals, training programs, and ensuring compliance with ICAO and EASA regulatory requirements. His professional focus includes aircraft operations oversight, safety management, regulatory compliance, and aviation training excellence.
